M3u8 is most commonly known as the format for HLS manifests, but its roots are in being a generic multimedia playlist. Unfortunately, there is no formal specification for the m3u8 format; the format itself is a de-facto standard with more use-case specific specifications, such as Apple's HLS spec by Roger Pantos.
